The Inspection Program of the College supports continuous quality improvement through the development and maintenance of requirements for all premises in which compounding for and/or administration of Intravenous Infusion Therapy (IVIT) are performed to ensure safety and quality of care for Ontarians who chose to access these services. This Regulatory Education Program (REP) session provides a straightforward overview of the legal and operational requirements for establishing and maintaining an IVIT premises under Ontario Regulation 415/16.

Participants will explore the full lifecycle of an IVIT premise —from initial registration to ongoing compliance—while examining the mandatory pre-use (Part I) and follow-up (Part II) inspections conducted by the College. The session breaks down each core inspection domain, including physical environment expectations, infection prevention and control (IPAC), sterile compounding requirements, emergency preparedness, documentation, delegation, quality management, and the safe administration of IVIT.

Dr. Sean Armstrong
Naturopathic Doctor

Dr. Sean Armstrong, ND graduated from the University of Western Ontario in 1996 with an Honours degree in Zoology, focusing on scientific agricultural research. In 2004, he earned his naturopathic degree from the Canadian College of Naturopathic Medicine and established the Armstrong Clinic for Naturopathic Medicine in Simcoe, Norfolk County, where he continues to practice full-time in a family-focused clinic offering IV therapy.

Actively involved in regulatory affairs, Sean has served on the Board of Directors of Drugless Therapy–Naturopathy and the transitional Council of the College of Naturopaths of Ontario. He chaired the IVIT Inspection Committee from 2015 to 2025 and currently serves as Vice-Chair of both the Quality Assurance Committee and the IVIT Inspection Committee, contributing his  expertise to maintaining high standards in naturopathic practice and professional oversight. Sean lives in Simcoe with his wife Stacie and their two lovable Australian Sheppards Chili and Lulu. 

Dr. Meera Dossa
Naturopathic Doctor

Dr. Meera Dossa, ND is a licensed Naturopathic Doctor known for her integrative approach to hormonal health, digestion, metabolic wellness, and immune support. Meera specializes in translating complex clinical concepts into practical strategies that empower patients and peers alike.

Since the inception of Ontario’s Intravenous Infusion Therapy (IVIT) program, Meera has served as an Inspector, helping develop and maintain safety, quality, and regulatory standards. Her expertise in IV nutrient therapy and clinical procedures makes her a respected voice in both practice and professional oversight.

In her practice, Meera combines comprehensive assessment with nutrition, lifestyle interventions, acupuncture, nervous system regulation, and functional approaches to deliver sustainable, root-cause solutions. Committed to collaborative care, Meera bridges conventional and naturopathic medicine while advancing professional education and regulatory excellence.

Dr. Mary-Ellen McKenna
Naturopathic Doctor (Retired)

Dr. Mary‐Ellen McKenna, ND (Retired) serves as the College’s Manager of Quality Assurance and Inspection, provides guidance to Registrants, stakeholders and the public on the regulations and standards of the profession and oversees the Inspection Program and the Peer and Practice Program. Prior to working with the College, Mary‐Ellen served on the Board of Directors of Drugless Therapy – Naturopathy and the Transitional Council of the College of Naturopaths of Ontario.
